Command-line interface for Win-32. With Pascal source.
Simple usage. No command-line arguments other than input and output files. Program automatically detects if a given file should be encoded into human-readable hex (base-16) or decoded back into base-256 computer file standard.

It incorrectly detects a BIN file as a HEX one if it contains ASCII chars only
